That’s why we undertook the 2026 Safety and Culture in Construction research; to listen.
Not to prescribe. Not to judge. But to understand what leaders are experiencing on the ground and what they believe needs to change.
What we heard was honest, thoughtful, and deeply human.
Leaders are carrying a lot
One of the strongest undercurrents throughout the research was the weight leaders are holding.
Leaders spoke openly about balancing productivity demands with safety expectations. About navigating conflicting priorities, complex stakeholder environments, and the emotional responsibility of leading people in high-risk settings. About wanting to do the right thing, even when systems, timelines, or behaviours make it difficult.
This matters because safety and culture don’t live in frameworks. They live in the reality leaders face every day.
When leaders are supported, resourced, and trusted, safer and stronger cultures follow.

Safety and culture are inseparable
Another consistent insight was the clear understanding that safety cannot be separated from culture.
Policies and procedures matter, but they don’t create safety on their own. Culture does. And culture is shaped by what leaders tolerate, reinforce, and role model.
Leaders told us that when communication is unclear, when pressure overrides care, or when people don’t feel safe to speak up, safety is compromised — often long before an incident occurs.
Conversely, when leaders are visible, consistent, and willing to listen, safety improves. Not because people are “policed”, but because they feel respected, heard, and accountable to one another.

Leadership behaviour matters more than ever
The research reinforced a truth many leaders already know: leadership behaviour is the single greatest driver of safety and culture outcomes.
What leaders say and don’t say. What they act on and what they overlook. How they respond under pressure.
These moments shape trust, psychological safety, and ultimately performance.
Many leaders expressed a desire for more practical, human-centred leadership development, support that helps them lead people, not just projects. Less box-ticking. Less compliance theatre. More real conversations, capability, and confidence.
This is not about blame
What stood out most in the research was the tone.
Leaders weren’t pointing fingers. They weren’t deflecting responsibility. They were reflecting.
They spoke about what could be better. What they wished they had more support with. What the industry needs to do differently if it’s serious about safety, wellbeing, and sustainable performance.
That willingness to reflect is a strength and it’s something worth building on.
